“Products” of Victory: 4 State Programs to Support and Develop Ukrainian Arms Industry.

The fate of Ukraine literally depends on the success of the development of the defense-industrial complex. The presence of a sufficient number of high-quality and modern domestic weapons will allow the Armed Forces of Ukraine to be provided with the necessary weapons and reduce dependence on foreign defense assistance. In addition, the development of the defense-industrial complex can become the engine of the Ukrainian economy. This is stated in the review of state programs for financing the development of the Ukrainian arms industry from the Center for Economic Research and Forecasting “Financial Pulse”. As Dilyara Mustafayeva, head of the analytical department of “Financial Pulse”, said, currently in Ukraine there are 5 state programs to support the defense industry.

State Preferential Lending Program

In November 2024, the government launched a preferential lending program "Reimbursement of interest on loans provided to defense-industrial complex enterprises participating in the implementation of state target programs related to the development of the defense-industrial complex."

The purpose of the credit program is to provide manufacturers with financial opportunities to scale production, purchase equipment and components, create new developments and launch them into mass production.
The funds received under the program can be used for the development, manufacture, repair, modernization and disposal of weapons, military and special equipment, ammunition, their components and other military products used to meet the needs of the Defense Forces.

The program can be used by enterprises, institutions, organizations that are identified by the Ministry of Strategic Industry as critically important for the functioning of the economy in a special period in the defense industry.

Loan amount:

  • up to UAH 100 million — for working capital (up to 3 years)
  • up to UAH 500 million — for investment projects (up to 5 years)

"Enterprises can apply for state support during the legal regime of martial law. State support under this program can be provided, in particular, together with the provision of state and local guarantees, as well as with financial support provided by regional and local recovery and development programs," the expert emphasized.

 

 

 

 

Grants from the state through the portal "Diya"
As part of the "Made in Ukraine" policy, the state provides grants to processing enterprises in the amount of up to 8 million UAH. Drone manufacturers are also among the enterprises that can receive such funding. They are eligible for preferential conditions - the grant component can reach up to 80% of the project cost. You can apply for a grant through the portal "Diya".

Support from the Innovation Development Fund
The Innovation Development Fund helps innovative projects and technological startups to raise funds at the early stages and launch their own projects by providing financial, informational and organizational support. In particular, in the development of projects that strengthen Ukraine's defense capabilities.

One of the support tools is the provision of grants. So far, the fund has issued more than 470 grants worth $1.4 billion. The funds were received by developers whose innovations received a high rating from defense experts.

Organizational and grant support from the Brave1 platform
In April 2023, the Defense Tech defense technology development cluster was created on the basis of the Innovation Development Fund and the Brave1 platform was launched - a single platform for cooperation between developers of military technologies, the state and the military, as well as investors and volunteer funds.

The main goal of Brave1 is to create a fast track for the development of defense technologies so that manufacturers can receive support at any stage of development implementation - from idea to codification, and technologies that change the course of war appear on the front.

During the first year of work on the Brave1 platform, Ukrainian developers registered more than 1.6 thousand developments in 12 priority verticals determined by the General Staff. As of November 2024, almost 3 thousand developments had already been registered on the platform.

Among the most relevant and massive:

  • 300+ in the field of UAVs;
  • 200+ developments of robotic ground systems (RGS);
  • 200+ in the field of artificial intelligence;
  • 100+ means of electronic warfare and reconnaissance (EW/RER).

Analysts of “Financial Pulse” note that the war creates a unique opportunity for operational verification of the effectiveness of new types of weapons and improvement of technological solutions. The presence of highly qualified and talented specialists in the field of the latest technologies in Ukraine not only ensures the rapid increase in the production of modern weapons, but also opens the way for us to enter the global market of arms suppliers.

“The issue of organizing effective information for potential investors about the achievements of the Ukrainian military-industrial complex is becoming urgent. Also, an important incentive for investors considering the possibility of investing in the defense industry of Ukraine can be the introduction of an investment insurance system,” Dilyara Mustafayeva concluded.
