How mortgages develop during the war: interim results of the first half of the year

Over the past 2.5 years, eOselya has become the most successful state mortgage program. Today, more than 17,000 loans worth more than UAH 28 billion have been issued.

This was reported by Olena Dmitrieva, First Deputy Chairman of the Board of GLOBUS BANK, referring to the data of the Ukrainian Financial Housing Company (“Ukrfinzhytlo”).
At the same time, in 5 months of 2025, 2,334 loans for UAH 4.3 billion have already been issued under the “eHousing” program. In total, 41% (960 pcs.) of this number of loans were issued for housing with an area of ​​​​up to 50 m². Also, 34% of real estate under “eHousing” is housing with an area of ​​​​from 50 to 73 m².
Since the beginning of 2025, 40% of real estate has been purchased in new buildings put into operation (first sale), 19% - in objects under construction, 41% - housing on the secondary market. Since the beginning of the year, 42% of loans were issued for the purchase of housing worth from UAH 2 million to UAH 3 million, 30% - housing worth over UAH 3 million, 28% - from UAH 1 million to UAH 2 million.
Compared to 5 months of 2024, the share of objects in the primary market (first sale and objects under construction) has doubled and accounts for about 60% of the total volume of mortgage loans.
As the First Deputy Chairman of the Board of Ukrfinzhytl Dmytro Verbytskyi said, over 2.5 years, the e-Housing program has proven its effectiveness - more than 17 thousand families have received housing of more than a million square meters.
“Today, almost 60% of housing purchased under e-Housing is in new buildings. This indicates not only strong demand, but also real support for the Ukrainian construction market. We continue to cooperate with proven developers so that Ukrainians have the opportunity to invest in housing even at the construction stage,” he emphasized.
According to Olena Dmitrieva, since the beginning of the year, the share of “commercial” mortgage loans issued (outside the state program “e-Housing”) has averaged 4.5%. Compared to the same period in 2024, the number of such loans increased by 2 percentage points. At the same time, more than 60% of “commercial” mortgages were issued for the purchase of housing on the secondary market and about 40% on the primary market.
“At the moment, we once again state: mortgages in Ukraine are developing precisely thanks to the “e-Housing” program. Obviously, the conditions for purely bank loans cannot compete with state mortgages, because on average, the rates for “e-Housing” are half the interest rates offered by banks. However, in wartime conditions, it is extremely important to preserve this banking segment. In addition, bank conditions are more loyal to the borrower, and there are no restrictions on the “age” of the house in which a citizen plans to purchase housing,” the banker noted. In her opinion, the “engine” of mortgage development is the cooperation of banks and development companies, when, firstly, banks significantly reduce the risks for a client who has decided to purchase housing at the construction stage, and secondly, rates under joint mortgage programs make it possible to reduce the interest burden by an average of 2-5 percentage points.

Close cooperation between banks and developers in implementing joint mortgage programs is a prospect for the restoration of the construction industry, an incentive for the creation of more modern housing that takes into account the realities of war: energy independence, spacious shelters, etc. And joint mortgage programs are an additional opportunity to purchase housing without having the full amount of its cost,” emphasized Olena Dmitrieva


According to the expert, over the 5 months of 2025, the main characteristics of mortgage loans issued under commercial programs in the primary housing market, including joint programs with developers, have hardly changed:
the vast majority of bank mortgage loans are provided for housing worth UAH 2.3–2.8 million;
the down payment on the loan most often does not exceed 30% of the cost of housing;
the greatest demand is for housing in the primary market - 1–2-room apartments with an area of ​​​​from 45 m² to 70 m²;
up to ¾ of mortgage agreements in the primary market are concluded for a term of 20 years;
about 80% of “commercial” mortgage loans in the primary market are issued in the safest regions and cities: Kyiv, Kyiv region, Lviv, Ivano-Frankivsk, Zakarpattia region.
The banker provided some important tips on how to safely take out a mortgage loan for primary housing.
First of all, the expert advises to familiarize yourself with a number of “technical” facts about the new building that you can check: whether the developer has all the permits, whether there are no court encumbrances, community protests against the construction, whether construction work is actively underway (whether there are no downtimes), whether the developer adheres to the construction deadlines.
Secondly, check whether the developer or the facility is accredited in the “eOselya” program (accreditation in the state mortgage program is a significant guarantee of the quality of the facility being built, the professional reputation and reliability of the developer).
Thirdly, find out whether there are joint mortgage programs with banks and what lending conditions are offered (the presence of such programs is additional “banking” protection for the borrower, regardless of the bank in which it is planned to apply for a loan).
“In war conditions, the uncertainty factor affects citizens' decisions - from everyday issues to more global ones, such as purchasing housing on credit. That is why the security of purchasing housing in the primary market is one of the key factors motivating the borrower,” Olena Dmitrieva concluded.
