On October 25, 2025, Kyiv hosted the PRO Collection Conference: Talk & Network – 2025, which brought together leading experts from the banking and non-banking sectors, representatives of the National Bank of Ukraine, the Deposit Guarantee Fund, private enforcement agents, lawyers, and arbitration managers.
The purpose of the conference was to discuss current trends in the development of the problem debt market, new legislative initiatives, challenges and opportunities for the collection business in Ukraine.
Key topics included regulation of the debt collection market, court practice in enforcement proceedings, peculiarities of bankruptcy of individuals, and protection of creditors' rights.
Representatives of the NBU, the Deposit Guarantee Fund, and heads of leading banks and law firms took part in the discussions.
Speakers at the conference included Yuriy Bilokon, Deputy Chairman of the Board, Member of the Board of JSC “International Investment Bank,” Chairman of the Permanent Arbitration Court at the Association of Ukrainian Banks (AUB).
In his speech, he focused on the topic “Advantages of arbitration in the field of credit and debt relations,” emphasizing the role of arbitration as an effective mechanism for resolving credit and debt disputes.
"The conference was held at a high professional level and became a useful platform for the exchange of experience between market participants.
In my speech, I noted that arbitration has significant advantages over litigation in state courts, primarily in terms of speed, flexibility, and significant savings in litigation costs. This tool can be an effective way to improve the quality of credit and debt dispute resolution," said Yuriy Bilokon.

The event served as a platform for dialogue between banks, non-bank institutions, the legal community, and regulators.
The Association of Ukrainian Banks welcomes the participation of its representatives in such professional events, as dialogue and shared expertise are the key to the sustainable development of Ukraine's financial system.
