Results of the Activities of the Association of Ukrainian Banks for September 2025

We provide monthly updates on the activities of the Association of Ukrainian Banks (hereinafter referred to as the Association or AUB).

In September 2025, the Association took the following steps/measures to address pressing issues related to the development and protection of the financial sector's interests:

The Association sent letters to:

  • To the People's Deputy of Ukraine, Chairman of the Verkhovna Rada Committee on Finance, Tax and Customs Policy, D. O. Getmantsev, a letter was sent regarding the settlement of problematic debts.
  • To the People's Deputy of Ukraine, O. V. Movchan, regarding the finalization of the Law on Property Valuation (Draft Law No. 13435).
  • To the National Bank of Ukraine regarding the application of the requirements of Regulation No. 199 in terms of confirming the financial status of individuals who are indirect participants.
  • To the National Bank of Ukraine regarding conducting a survey on expanding financial inclusion.
  • To the State Financial Monitoring Service of Ukraine regarding the revision of threshold amounts for financial transactions.

Processed by the Association:

  • Changes regarding requirements for the ownership structure of financial service providers and changes regarding the authorization of financial service providers.
  • Letter regarding the application of certain provisions of the Memorandum “Approaches to Working with Individuals.”
  • Requirements for banks to assess the creditworthiness of customers.

Participation in thematic events

  • On September 4, a meeting was held to discuss the dynamics of the banking system's performance over the past four years. Prospects for the banking sector's transition to European standards with guest of honor, former head of the NBU, statesman, and third President of Ukraine Viktor Andriyovych Yushchenko
  • On September 11, a webinar was held on the capabilities of the Uvecon geoinformation system for analyzing the real estate market and the financial sector. Speaker Oleksandr Korobko presented the functionality of the Geoportal and its application in banks for asset valuation, risk management, and decision-making. The event highlighted the importance of digital technologies in the development of financial institutions.
  • On September 12, a webinar entitled “Procedural Errors During Searches” was held. Participants received advice on identifying and recording violations by the investigation team. The event helped to increase the legal protection of financial institutions.
  • On September 19-20, a strategic session of the AUB was held. AUB member financial companies discussed development priorities and interaction with regulators. The session served as a platform for developing joint decisions.
  • On September 24, a webinar entitled “AI Solutions for Banks” was held. Examples of the application of artificial intelligence in banking were considered.
  • The focus was on improving efficiency and development strategies.On September 26, a discussion of draft law No. 14013 took place. The AUB participated in the discussion on improving the credit history system. The event was initiated by MP Olga Vasilevska-Smaglyuk.
  • On September 30, a meeting was held where a representative of the Association participated in a discussion with the acting Head of the State Tax Service of Ukraine, Lesya Karnaukh, on the topic of cooperation and raised the issue of interaction between tax authorities and the financial sector.

Media coverage of AUB activities

  • In September, the organization's president emphasized the role of Open Banking in international media. Topics such as innovation, bank sustainability, the use of AI, and improving the financial literacy of Ukrainians were also covered.
  • AUB speakers appeared on Espreso TV, Channel One, Ukrainian Radio, and other media outlets, where they discussed innovations in financial legislation, inflation and exchange rate trends, credit and deposit policy, and trends in the non-bank lending market.
  • The AUB President also gave an interview to the Dutch publication The Paypers, emphasizing the role of Open Banking in the development of competition and financial inclusion.
  • The AUB website has published a series of articles on the key events of the month: a meeting of the Committee of Non-Bank Participants in the
  • Payment Market; the election of Yuriy Bilokon as chairman of the permanent Arbitration Court at the AUB; a meeting of the AUB Club with the President of Ukraine (2005–2010) Viktor Yushchenko; support for the Law on the Development of Financial Inclusion; AUB participation in training on open data and the organization of professional webinars on geoinformation technologies and the protection of financial institutions during searches.
  • A significant event was the off-site strategic session of AUB member financial companies, where new guidelines for the sector's development were formed.

Separate attention was paid to the topics of innovation and sustainability of banks, the role of AI in strategic development, as well as the results of the AUB study on the growth of financial literacy among Ukrainians.

The mission of the Association of Ukrainian Banks is to support the development of the national banking system. The AUB cooperates with the Verkhovna Rada of Ukraine on improving the legislation governing banking activities, and interacts with the National Bank of Ukraine on regulatory support for the functioning of banks and non-bank financial institutions. The CBA takes care of the professional development of bank employees, expands international relations with associations and banking institutions of other countries.
