The Association of Ukrainian Banks supports the Law on Financial Inclusion and has called for its swift signing

The Association welcomes the adoption by the Verkhovna Rada of Ukraine on June 3, 2025, of the Law of Ukraine “On Amendments to Certain Legislative Acts of Ukraine Regarding the Development of Financial Inclusion in Ukraine.”

This Law creates the legal basis for the emergence of a new type of financial service provider on the financial market – financial inclusion banks, whose main task will be to ensure access to financial services for socially vulnerable groups, micro-enterprises, as well as residents of frontline, de-occupied, and remote areas.
The document provides for granting the National Bank of Ukraine the authority to regulate the activities of financial inclusion banks, issue relevant licenses, establish restrictions, and establish a procedure for reissuing existing banking licenses as specialized ones.

The Association supports this Law, as its implementation will contribute to:

  •  strengthening Ukraine's financial stability in wartime;
  • improving access to financial services for citizens and businesses;
  • developing financial infrastructure in vulnerable regions;
  • fulfilling Ukraine's international obligations, in particular under the Memorandum with the IMF.

To this end, the AUB sent official letters to the President of Ukraine and the IMF Resident Representative in Ukraine requesting their support and prompt signing of the Law.

The banking community and financial market participants are looking forward to its implementation, as it will be a powerful step towards ensuring financial inclusion and market transparency.

The AUB cooperates with the Verkhovna Rada of Ukraine on improving the legislation governing banking activities, and interacts with the National Bank of Ukraine on regulatory support for the functioning of banks and non-bank financial institutions.
