Results of the Association of Ukrainian Banks for October 2024

On a monthly basis, we inform the management of the Banks of Ukraine about the activities of the Association of Ukrainian Banks (hereinafter referred to as the Association or the UAB). Therefore, we would like to inform you about certain measures/steps taken by the Association in October 2024 to address current issues of development and protection of the financial sector.

Issues of the banking sector

  • The Association has processed a response from the National Bank of Ukraine to provide clarification on the ban on the use of credit funds for gambling.
  • The BBA processed a letter from the National Bank of Ukraine regarding the proposal of the State Customs Service to process files of customs declarations registers in a new format and sent a letter regarding the position of the banking community on the acceptability of the proposal of the State Customs Service.
  • The BBA sent a letter to NPC “Ukrenergo” regarding the prevention of violation of legal rights regarding economic competition and discriminatory treatment of banking institutions.
  • The Association sent a letter to the National Energy and Utilities Regulatory Commission regarding the regulatory regulation of the exclusion of banks from the List of NPC “Ukrenergo”.
  • The BBA sent letters to JSC “Ukrzaliznytsia” and the Antimonopoly Committee of Ukraine regarding the elimination of discriminatory requirements for banking institutions in the tender documentation of JSC “Ukrzaliznytsia”.
  • The Association sent a letter to the National Bank of Ukraine with the proposals of the Association to counteract the activities of “drops” in the banking system of Ukraine.
  • The BBA sent a letter to the National Bank of Ukraine regarding the extension of the deadlines for providing information on the business reputation of individuals and legal entities.
  • The EBA sent a letter to the IMF Resident Representative in Ukraine regarding the negative consequences of repeated retrospective taxation of banks at an increased rate for 2024.
  • The Association has processed the responses from the Verkhovna Rada Committee on Finance, Taxation and Customs Policy and the National Bank of Ukraine regarding the possible consequences of repeated retrospective taxation of banks at an increased rate for 2024.
  • The CBA sent letters to the Ministry of Economy of Ukraine and the National Bank of Ukraine regarding the impact of Draft Law No. 11043 on the banking system and the economy of Ukraine.

Issues of non-bank financial institutions

  • The Association sent a letter to the National Bank of Ukraine to provide clarification on the possibility of sending a one-time password to a consumer by a credit intermediary.
  • The BBA sent a letter to the National Bank of Ukraine to provide clarifications on the application of the requirements of Ukrainian legislation on financial monitoring.
  • The Association sent a letter to the National Bank of Ukraine regarding the need to amend the list of institutions that are determined to be of importance.
  • The UABio sent a letter to the National Bank of Ukraine to provide clarifications on the status of politically exposed persons and the application of financial monitoring.
  • The Association sent a letter to the National Bank of Ukraine regarding the revision of the terms of implementation of the requirements of the Resolution of the National Bank of Ukraine No. 123 dated 10.10.2024 for financial payment service providers.
  • The Association has processed the response from the National Bank of Ukraine to provide clarifications regarding the submission of information on discrepancies in information about the ultimate beneficial owners. The CBA shared the response with the members of the CBA Compliance and Financial Monitoring Committee (NBFU).

Participation in thematic events

  • On October 02, UBA took part in the meeting of the working group of the Verkhovna Rada of Ukraine and expressed its position on the development of the draft law No. 11139 “On Amendments to Certain Laws of Ukraine on Improving the Efficiency of State Property Management, Improving the Mechanism for the Sale of Seized Property and Approximation of Legal Standards in Ukraine to European Standards”.
  • On October 03, the Board of the Association of Ukrainian Banks held a meeting. New members were admitted to the Association, including one of the largest state-owned banks, JSC Oschadbank.
  • October 04 The BBA took part in a meeting organized by the National Bank of Ukraine with representatives of the top 30 largest banks in Ukraine.
  • On October 04, the Association took part in the event “EUROPE SUPPORTS CLIMATE MEASURES IN UKRAINE: Presentation of the EU4Climate Resilience and Promoting Readiness for the Green Deal in the Eastern Partnership Countries (PROGRESS) Projects”.
  • On October 08, a review of the innovations of the National Bank of Ukraine for September 2024 was prepared by the AUB Analytical Group under the leadership of Dilyara Mustafayeva.
  • On October 08, the Association took part in a meeting with the USUBC, as well as with the newly appointed IMF Resident Representative in Ukraine, Ms. Priscilla Toffano.
  • On October 11, the BBA held a discussion with banks on current issues of the banking system after a meeting at the National Bank of Ukraine.
  • On October 16, under the information partnership of AUB, the International Financial Club “BANKIR” held a conference “DIGITAL TECHNOLOGIES and SMART BANKING for financial stability”, which brought together representatives of the banking, insurance, IT and fintech sectors.
  • On October 16, the AUB took part in the 60th meeting of the Associate Members of the European Banking Federation (EBF), which took place in Brussels.
  • On October 17-19, the Association held the first block of the training program “Corporate Governance in Financial Institutions”.
  • On October 22, the AUB took part in a working meeting with representatives of the National Bank of Ukraine, the Verkhovna Rada of Ukraine and banks on amendments to Article 52 of the Law of Ukraine “On Banks and Banking”.
  • On October 24-26, AUB held the second block of the training program “Corporate Governance in Financial Institutions”.
  • On October 30, under the information partnership of AUB, KA GROUP held the BUSINESS THINKERS FORUM, which brought together business leaders, innovators, the financial community and the public.

Media coverage of DIA activities

  • In October 2024, AUB significantly expanded its media presence and information partnerships. UBA acted as a media partner at several key events, and also took part in an important meeting of the National Bank of Ukraine with representatives of the country's 30 largest banks.
  • The UBA project “Financial Literacy Education Initiative” was also continued in cooperation with the “Ekonomichna Pravda” publication and the “Espresso” TV channel, which is especially important in times of war.
  • An important step was the information partnership between UBA and the National Bank of Ukraine in financial literacy projects. At the end of October, AUB joined the initiative of the National Bank of Ukraine “All-Ukrainian Financial Literacy Testing for Adults” dedicated to the 100th anniversary of World Savings Day.
  • The Association actively cooperates with the media, including Channel 5, ICTV, Suspilne, Espresso and others, covering key topics of the financial sector. Speakers from the UBA provided comments on lending to businesses and individuals, the deposit market and programs to support internally displaced persons, in particular through the housing program “eOselya”.

The mission of the Association of Ukrainian Banks is to support the development of the national banking system. The AUB cooperates with the Verkhovna Rada of Ukraine on improving the legislation governing banking activities, and interacts with the National Bank of Ukraine on regulatory support for the functioning of banks and non-bank financial institutions. The CBA takes care of the professional development of bank employees, expands international relations with associations and banking institutions of other countries.
