Results of the Energodim and GreenDIM programs over two years

Over the past two years, the Energy Efficiency Fund has disbursed grants under the Energodim and GreenDim programs totaling nearly UAH 1.3 billion. During this time, the Fund has received about 500 new applications from condominium associations throughout Ukraine. The total cost of modernizing these buildings is over UAH 1.8 billion, which means that around 70,000 Ukrainian families have received or will soon receive renovated, energy-efficient housing.

"Each of these applications represents the story of real people who have come together for a common goal: to make their homes warmer, more energy efficient, and more comfortable. Thanks to the grants, Ukrainian condominiums are insulating facades, replacing windows and doors, modernizing heating and ventilation systems, and installing renewable energy sources," said Yegor Farenyuk, director of the Energy Efficiency Fund.

 

 

 

 

 

The head of the institution emphasized that partnership with banks is an important component of the success of such projects. Thanks to affordable lending, co-owners of buildings can improve their homes now, rather than postponing modernization for the future. In his opinion, a prime example is GLOBUS BANK, which did not wait for the end of the war and was the first to start lending to the still risky category of condominium associations.
"Cooperation with banks is a key element in the development of energy efficiency programs. GLOBUS BANK is our strategic partner, thanks to which hundreds of condominiums have been able to obtain loans and implement costly thermal modernization projects. Without such a partnership, many people would simply not have been able to implement large-scale solutions that today provide significant energy savings and increase comfort in homes," emphasized the head of the Energy Efficiency Fund.

He reminded everyone about the current terms of the programs as of September 2025:
Energodim Program:
Package A — up to 5 million UAH grant, compensation of up to 60% of expenses.
Package B — up to UAH 15 million grant, compensation of up to 70% of costs with step-by-step verification.
GreenDIM program: supported renewable energy projects, but as of March 2025, the acceptance of new applications has been suspended.
“The fund continues to work to ensure that even more Ukrainian apartment buildings have access to modern energy efficiency solutions, and that partnerships with banks become a reliable foundation for the implementation of even the most ambitious projects,” concluded Yegor Farenyuk.

In turn, Serhiy Mamedov, Vice President of the Association of Ukrainian Banks, Chairman of the Board of GLOBUS BANK, said that from September 2023 to date, GLOBUS BANK has issued 122 loans to condominiums participating in the Energy House and Green House programs of the Energy Efficiency Fund. The total amount of energy loans exceeded UAH 170 million. At the same time, more than 25% of loans (31 loans) have already been fully repaid.
Since September 2025, in accordance with the updated lending terms, loans are provided in the amount of up to UAH 3 million for a term of up to 5 years with zero down payment. The interest rate on the loan is 17% per annum during the first year. The application review period does not exceed 3-5 days. Loans are provided for the installation of individual heating points, wall insulation, modernization of hot water supply systems, replacement of doors and windows, installation of solar power stations, purchase of generators, etc.
According to him, energy loans have already been issued in 20 cities of Ukraine, including Rivne, Poltava, Zhytomyr, Ivano-Frankivsk, Zaporizhia, Sumy, Kyiv, Lviv, Lutsk, Khmelnytskyi, Kostopil, Novoyavorivsk, Konotop, Drohobych, Kolomyia, Volodymyr-Volynskyi, Mykolaiv, the towns of Bryukhovychi, Novyi Rozdil, and Bila Tserkva.
He recalled that GLOBUS BANK was the first bank to start lending to the Energy Efficiency Fund's programs after the start of the full-scale invasion.

Currently, the bank serves and actively works with 177 condominium associations. Through the bank, condominium associations received grants totaling UAH 160 million from the Energy Efficiency Fund.

The Bank also cooperates with 16 city and regional state administrations throughout Ukraine to implement joint programs to support condominium associations, from which condominium associations have received compensation on loans in the amount of UAH 29 million.
“Participation in the Energy Efficiency Fund's programs allows condominiums to save between 40% and 70% of the cost of energy modernization of their buildings. Bank loans are literally ”real money here and now," as the loan covers the remaining necessary expenses. In addition, it is an opportunity to quickly start modernization work: from installing heat meters and insulating the building to installing solar power stations. Any modernization is an investment in future savings, increased comfort, and the status of the building, which directly affects the market value of the property. The average payback period for a loan is 2–3 years, which is twice as fast as the final repayment date," emphasized Serhii Mamedov.

The banker also noted that GLOBUS BANK's cooperation with the Energy Efficiency Fund is one of the strategic directions for the development of lending. In 2026, depending on the economic conditions in the country, the bank plans to continue this cooperation by providing loans to condominiums.
"The issue of energy modernization of housing remains extremely relevant. After all, more than 80% of Ukraine's housing stock consists of buildings constructed 40-50 years ago or even earlier. Therefore, there is no time to delay or hope that heat supply will become cheaper and that old buildings will somehow retain heat on their own. There are state programs, there are prospects for attracting foreign donors, there are bank loans, and, most importantly, there is citizen initiative. That is why the participation of condominiums in the Energy Efficiency Fund's programs opens up a real prospect of living in modern and energy-efficient housing," concluded Serhiy Mamedov.

The ENERGY EFFICIENCY FUND was established in 2018.

The Energy Efficiency Fund supports associations of co-owners of multi-apartment buildings (OSBB) in implementing energy efficiency measures and building renovation measures — it provides grants for the implementation of comprehensive technical solutions based on best European practices in building thermal modernization. The Fund's activities are financed by the State Budget of Ukraine, financial support from the EU, and the German government.
