The Association of Ukrainian banks and ministry of agricultural policy have signed a project for expansion use of bills while crediting agricultural enterprises.

Such project aims at expansion volume of privileged crediting for   agricultural enterprises.
 
The project presupposes: 

1) development tools for partial compensation expenses of agricultural producers in discount transactions and transactions aval crediting from the state budget;
2) introduction respective amendments to normative acts of the National bank, the Cabinet of ministers of Ukraine and ministry of agriculture;
3) development methodological recommendations as regards application bills while crediting agricultural enterprises;
4) making round table meetings, set of training seminars and All-Ukrainian  research and development conference.

The AUB experts consider that inculcation aval crediting as new type of crediting along with the traditional one will enable:

1) reduction of price of attracted resources for agricultural producers;
2) more vigorous aid of the state to agricultural producers through partial compensation at the expense of the budget without supplementary assignations;
3) while preservation risk level and volume of available resources in the banks enlargement crediting volume by means of superseding direct crediting with aval ensuring for the term of a bill.

Besides, the AUB regards that in case warehouse certificates and mortgage are put to circulation will not loose its effectiveness and will cause further reduction banking risks and cost of credit resources.
