AUB held a strategic workshop on the implementation of European regulatory norms in the banking sector
On May 14, 2025, the second stage of the strategic workshop on European integration of the financial sector took place, organized by the Association of Ukrainian Banks (AUB) with the support of the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ). The event was dedicated to the current issues of adapting the Ukrainian financial sector to the regulatory architecture of the European Union. It was attended by more than 40 representatives of the banking system, including heads of boards, department directors, experts in risk management, ESG, compliance, and international cooperation.
Among the participants were representatives of Oschadbank, Ukreximbank, Credit Agricole, Raiffeisen Bank, Alliance Bank, Industrialbank, EPB, Crystalbank, Ukrgasbank, Clearing House, UBRR, RVS Bank, Agroprosperis, First Investment Bank, Investment and Savings Bank, ASVIO Bank, OKSI Bank, etc.
The participants discussed key challenges and ways to bring Ukrainian banking regulation closer to EU standards. One of the key topics of the workshop was the functioning of European regulatory institutions, in particular the European Commission, ECB, EBA and BCBS, as well as the process of harmonizing Ukrainian rules with CRR/CRD requirements. Significant attention was paid to the implementation of the Basel Accord requirements, in particular regarding the assessment of credit, market and operational risk, the application of SA, IRB, FRTB methods, as well as the SMA methodology.
Separately, the participants discussed the internal processes provided for by Component 2 of the Basel Approach, in particular ICAAP, ILAAP, stress testing and SREP procedures. The role of high-quality internal risk management as a prerequisite for effective dialogue with supervisory authorities was emphasized. Issues of market discipline and transparency under Component 3 were also considered, including disclosure requirements.
New challenges for the banking system were also not left out of attention - such as the integration of ESG risks into supervisory practice, the formation of recovery and resolution plans in accordance with the MREL and TLAC principles, as well as the management of risks that go beyond the limits of classical approaches, including IRRBB, leverage and large exposures.
Colleagues from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) shared their experience in implementing similar processes in EU countries, and also presented international practice in the application of supervisory and risk assessment tools. The participants noted the relevance of the workshop topics, as the Ukrainian financial sector is gradually transitioning to standards that meet the European regulatory framework and requires high-quality preparation for this process.
The event became an important platform for obtaining new information necessary for the practical adaptation of banks to changes in the regulatory environment. The discussion allowed us to compare the current state of implementation in Ukraine (ICAAP, ILAAP, LCR/NSFR, etc.) with European approaches and outline further steps to improve internal processes and interaction with the regulator.
