Drop schemes under scrutiny: Ukraine to introduce a register of violators of banking hygiene

Providing your bank card to third parties, even for a small fee, can have serious consequences - from account restrictions to complete loss of access to financial services. Moreover, transferring your bank card to other people is not only a violation of the terms of use, but also a potential participation in criminal schemes that may pose a threat to national security. This was stated by Andriy Dubas, President of the Association of Ukrainian Banks, on Radio Kyiv 98 FM on May 7. 

The conversation focused on plans to create a special register of persons who transferred their bank cards to other people — the so-called "drops". The aim of this initiative is to combat financial crimes, in particular tax evasion, as well as the financing of terrorist activities. The President of AUB noted that drop schemes, in particular, pay the gunners of the "shaheeds", who set fire to military vehicles.

According to him, the phenomenon of "renting" a payment bank card looks like an easy side job to many, but in reality it carries a serious threat.

"For one or two thousand hryvnias a month, you give your card — and hundreds of thousands, if not millions of hryvnias of fraudulent, illegal, unfounded transactions go through this card... And if prohibited funds are transferred there, you will be the responsible person," Andriy Dubas emphasized.

Getting into the register, according to the head of AUB, will mean not only blocking a specific card, but also extending restrictions to other accounts of such a person in the banking system:

“If you get into this register because of these actions, you may have problems with all your bank accounts,” the expert explains.

Andriy Dubas also noted that ordinary bank clients — with typical transactions and amounts — will not get into this register. The Memorandum on Ensuring Transparency in the Functioning of the Payment Services Market, signed by the vast majority of Ukrainian banks, sets a limit of 100-150 thousand hryvnias per month exclusively for transfers, and it does not affect payment for goods or services.

Andriy Dubas separately clarified the situation with volunteers: restrictions on card transfers do not apply to people who collect funds legally or have confirmation of the origin of the funds.

The President of AUB urged citizens not to transfer their bank cards to other persons and to be careful:

"In the short term, a payment bank card will become a kind of key to your personal reputation. And the value of reputation will increase more and more every year," - concluded Andriy Dubas.

The Association of Ukrainian Banks emphasizes: the focus is on preventing the use of financial infrastructure for criminal purposes. The creation of a drop register will in no way limit the rights of bank clients. The register should be an important step towards cleaning up the banking system and protecting state security.
