Results of the Association of Ukrainian Banks in January 2025

On a monthly basis, we inform the members of the Association of Ukrainian Banks (hereinafter referred to as the Association or the AUB) about the activities of the Association. Therefore, we would like to inform you about certain measures/steps taken by the Association in January 2025 to address current issues of development and protection of the financial sector.

Issues of the banking sector

  • The Association has processed the response from the State Property Fund of Ukraine regarding the removal of obstacles in determining the estimated value of future real estate.
  • The Association sent a letter of invitation to the European Banking Federation to hold a meeting within the framework of the Delegation of Top Management of Ukrainian Banks to Brussels.
  • The Association sent a letter to the National Bank of Ukraine to provide clarifications regarding the accounting treatment of banks' operations to cancel accrued interest to deceased/mobilized borrowers.
  • The association processed the response from the National Bank of Ukraine regarding the involvement of the CBA in the implementation of the Financial Literacy Strategy.
  • The Association sent a letter to the Verkhovna Rada Committee on Finance, Taxation and Customs Policy regarding the suspension of payment of monetary obligations under consumer lending agreements during martial law.
  • The association has processed the response from the National Bank of Ukraine regarding the suspension of payment of monetary obligations under consumer lending agreements during martial law.
  • The Association has taken into consideration a letter from the National Bank of Ukraine regarding a survey on banks' ESG risk management. The Association sent an appeal to banks with a request to provide suggestions, additions and clarifications.
  • The AUB has processed the response from the National Bank of Ukraine regarding the Association's proposals to counteract the activities of “drops” in the banking system of Ukraine.

Issues of non-bank financial institutions

  • The Association sent a letter to the National Bank of Ukraine with proposals to take into account international standards in regulating the use of cloud services by financial institutions.
  • The Association has processed the response from the National Bank of Ukraine regarding the state standard on digital accessibility.
  • The association sent a letter to the Verkhovna Rada Committee on Finance, Taxation and Customs Policy regarding the draft law “On Factoring”.
  • The Association processed a response from the National Bank of Ukraine to provide clarification on the priority of payments.
  • The Association sent a letter to the National Bank of Ukraine to provide clarification on financial transactions under financial leasing agreements.
  • The Association has processed the response from the National Bank of Ukraine on the discussion of the draft Law of Ukraine “On Factoring” No. 12306 dated 11.12.2024.

Participation in thematic events

  • On January 14, the Association held an online discussion with a representative of the National Bank on the cooperation of the Association and the National Bank of Ukraine in the implementation of the National Strategy for the Development of Financial Literacy in Ukraine.
  • On January 14, an overview of the National Bank of Ukraine's innovations for December 2024 was prepared by the AUB Analytical Group under the leadership of Dilyara Mustafayeva.
  • On January 20, the Association took part in a meeting of the working group of the Verkhovna Rada of Ukraine and expressed its position on the development of the draft law No. 12306 of 11.12.2024 “On Factoring”.
  • On January 21, the BCA held an online meeting with a representative of GIZ (German Society for International Cooperation) to plan the next steps in 2025, as well as to hold a kick-off meeting with the Association and the Banks of Ukraine.
  • On January 23, the AUB took part in the 61st meeting of the Associate Members of the European Banking Federation.
  • On January 23, a meeting of the AUB's Compliance and Financial Monitoring Committee (CFC) was held on the topic: “Consideration and discussion of problematic issues arising in the course of the work of non-bank financial institutions”.
  • On January 31, members of the working group from the CBA Compliance and Financial Monitoring Committee held a face-to-face meeting with the Director and representatives of the Financial Monitoring Department of the National Bank of Ukraine.
  • On January 31, AUB participated in a meeting organized by the National Bank of Ukraine with representatives of the top 30 largest banks in Ukraine. After this meeting, the DBA immediately held its own discussion with the banks on topical issues of the banking system.

Media coverage of the AUB's activities

  • In January 2025, the EBA actively covered its activities in the media, focusing on financial literacy, communications, and strengthening the image of the banking sector.
  • The implementation of the Financial Literacy initiative continued, in particular, a new episode of the program was released on Espresso TV channel. On Suspilne TV channel, representatives of the DBA commented on the hryvnia's peg to the euro and the NBU's decision to raise the discount rate. They also provided expert comments on countering drop schemes.
  • The formation of the Committee on External Communications and Strategic Marketing has begun, with financial institutions joining the committee.
  • The AUB website regularly published partner news and expert materials. Topics included analysis of key NBU decisions, growth of the bank guarantee market, impact of the discount rate on the hryvnia, and the state of the mortgage market.
    AUB media activities contributed to spreading financial literacy, improving communications, and creating a positive image of the banking industry.

The mission of the Association of Ukrainian Banks is to support the development of the national banking system. The AUB cooperates with the Verkhovna Rada of Ukraine on improving the legislation governing banking activities, and interacts with the National Bank of Ukraine on regulatory support for the functioning of banks and non-bank financial institutions. The CBA takes care of the professional development of bank employees, expands international relations with associations and banking institutions of other countries.
