Results of the Association of Ukrainian Banks for December 2024

On a monthly basis, we inform you about the activities of the Association of Ukrainian Banks (hereinafter referred to as the Association or the UBA). Therefore, we would like to inform you about certain measures/steps taken by the Association in December 2024 to address current issues of development and protection of the financial sector.
Banking sector issues
- The AUB sent letters to the Ministry of Finance of Ukraine and the State Property Fund of Ukraine to remove obstacles in determining the estimated value of future real estate.
- The AUB sent a letter to the National Bank of Ukraine regarding the suspension of payment of monetary obligations under consumer lending agreements during martial law.
- The AUB sent letters to the relevant committees and subcommittees of the Verkhovna Rada of Ukraine regarding the negative aspects of Draft Law No. 6013 (Draft Law on Peculiarities of Regulation of Business Activities of Certain Types of Legal Entities and Their Associations in the Transition Period).
- The AUB processed the response from the National Commission for State Regulation of Energy and Public Utilities regarding the regulatory regulation of the exclusion of banks from the List of NPC “Ukrenergo”.
- The Association sent a letter to the National Bank of Ukraine regarding the insurance of mortgaged property, including property rights and future real estate.
- The AUB processed the response from the National Bank of Ukraine to the letter sent to the Association regarding the need to resolve the issue of interest and penalties under loan agreements.
- The Association sent a letter to the National Bank of Ukraine regarding the involvement of the CBA in the implementation of the Financial Literacy Strategy.
- The AUB has processed the response from the National Bank of Ukraine regarding the suspension of payment of monetary obligations under consumer lending agreements during martial law.
Issues of non-bank financial institutions
- The AUB sent a letter to the National Bank of Ukraine to provide clarification on the priority of payments.
- The Association sent a letter to the National Bank of Ukraine regarding the state standard on digital accessibility.
- The AUB processed the response from the Ministry of Digital Transformation of Ukraine regarding the possibility of concluding contracts with the State Enterprise “Diya”.
- The AUB sent a letter to the National Bank of Ukraine to discuss the draft Law of Ukraine “On Factoring” No. 12306 dated 11.12.2024.
- The AUB has processed a response from the National Bank of Ukraine regarding the revision of the terms of implementation of the requirements of the Resolution of the National Bank of Ukraine No. 123 dated 10.10.2024 for financial payment service providers.
Participation in thematic events
- On December 03, a meeting of the UABio Council was held. Five new members were admitted to the Association, including two banks: JSC AGROPROSPERIS BANK AND AB CLEARING HOUSE.
- On December 05, the Association held a reception dedicated to the International Volunteer Day. At the event, 30 employees of banks and financial institutions - members of the Association - who are actively involved in volunteer activities were awarded.
- On December 06, the CBA held a discussion with the financial community on a draft memorandum to counteract the activities of “drops” in the banking system of Ukraine.
- On December 10, the National Bank of Ukraine hosted a press briefing with the participation of heads of banking associations, banks and the National Bank of Ukraine on the signing of the Memorandum on Ensuring Transparency of the Payment Services Market.
- On December 11, the Association held a discussion on the negative aspects of Draft Law No. 6013 with the coordinator of the Verkhovna Rada's working group on finalizing the draft law for the second reading.
- On December 11, the UABio held a discussion with Deloitte on issues within the framework of the study on the ecosystem of illicit finance in Ukraine
- On December 11, under the information partnership of the Association, the Economic Truth publication held a forum dedicated to investments in Ukraine - “Prospects for investment within the country”.
- On December 12, under the information partnership of the UAB, the audit company Crowe Mikhailenko held a webinar on “Results of tax disputes in 2024 and trends in tax disputes in 2025”.
- On December 12, a Memorandum of Cooperation in the areas of sustainable development and green recovery was signed between SaveDnipro and the CBA.
- On December 12, under the information partnership of the Association, KA GROUP held the STRATEGY FORUM'2024, which brought together owners and managers of companies, managers responsible for the potential of strategic decisions.
- On December 13, under the information partnership of the Association of Ukrainian Banks, Crowe Mikhailenko, an audit company, held a webinar on “Financial Monitoring and Bank Secrecy Disclosure: Regulatory Requirements and Practical Aspects”.
- On December 17, the Association organized a meeting with the top management of leading banks and financial companies of Ukraine, during which the participants discussed joint steps to counteract criminal schemes known as “drop schemes”.
- On December 20, the CBA took part in a meeting organized by the National Bank of Ukraine with representatives of the top 30 largest banks in Ukraine.
- On December 20, the Association held a discussion with banks on current issues of the banking system after the meeting at the National Bank of Ukraine.
Media coverage of AUB activities
- In December 2024, the activities of the Association received significant attention in the Ukrainian media. On December 10, the National Bank of Ukraine hosted a press briefing dedicated to the signing of the Memorandum on Ensuring Transparency of the Payment Services Market. The event was attended by representatives of the country's banks, who emphasized the importance of the document for strengthening financial stability and market transparency.
- The AUB actively covered the signing of the Memorandum in the media. The coverage took place on such platforms as Channel 5, Ukrainian Radio, Pershyi, Suspilne, Interfax-Ukraine, Ekonomichna Pravda, and Ukrinform. In addition, comments were provided to Inter and Espresso TV channels on topical issues of the financial and banking sector.
- In December, the implementation of AUB project “Financial Literacy Education Initiative” aimed at increasing the level of financial literacy of the population continued.
