Results of the Association of Ukrainian Banks for April 2023

During April 2023, the AUB worked on resolving topical issues of the financial sector to protect the legitimate rights and interests of the Association's members.
In order to develop the banking and financial system and protect the interests of the Association's members, we provide a constant review of legislative activities, actively engage in the process of identifying existing and potential problems that hinder the successful development of both the banking sector and the financial market in general.

Issues of the banking sector:

  1. The Association made a proposal to the Ministry of Justice. Namely, to amend the Resolution of the Cabinet of Ministers of Ukraine No. 187 to protect the interests of banks as lenders and mortgagees.
  2. The Association sent letters to the Prime Minister and the Head of the NBU with a request to restore the possibility of booking military personnel for banks. Also, to amend the Procedure for Reservation of Persons Liable for Military Service and the Regulation on Critical Legal Entities.
  3. The AUB also sent requests to the NBU to provide payment services market participants with a longer period of time to adapt to the updated requirements of the regulator (to extend the implementation period from one to three months).
  4. The AUB proposed proposals to the NBU, namely to reduce the burden on banks' finances associated with mandatory provisioning for foreign currency funds blocked due to sanctions.
  5. The AUB organized an online event for banks and processing companies to develop joint proposals to minimize the risks associated with processing software.

    Issues of non-bank financial institutions:

  1. The Association of Ukrainian Banks sent a Request to the Ministry of Infrastructure to provide clarification on the use of preliminary real estate purchase and sale agreements in the primary real estate market to finance construction.
  2. A Request was sent to the NBU to improve the accessibility of the BankID System for commercial subscribers.
    The result was the introduction of a new differentiated tariff for BankID services.
  3. The Association sent a request to the Ministry of Defense to amend the Regulation on Military Transport Duty to facilitate the procedures for military registration of vehicles for lessors.
  4. The Association also sent a request to the NBU to provide clarification on the possibility of opening cryptocurrency accounts on cryptocurrency exchanges for financial market participants and using such accounts to purchase virtual assets.
  5. The Association held an online event with non-bank financial institutions on the responsible conduct of non-bank financial business with the participation of the NBU representatives.

   Participation in thematic events
On April 27-28, in Lviv, the Association of Ukrainian Banks took part in the online conference of financial monitoring on preventing and combating money laundering.
