XIX Congress of the Association of Ukrainian Banks: results and new challenges
On June 14, the XIX Reporting and Election Congress of the Association of Ukrainian Banks (UBA) took place, where key issues and prospects of the Ukrainian banking system were discussed, the results of the reporting period were summarized, and important decisions on the future development of the Association were made. The Congress was attended by 49 delegates from 72 members of the Association, both banks and non-bank financial institutions. In total, the number of participants amounted to about 70 people, including representatives of the Verkhovna Rada of Ukraine, the Ministry of Economy, the Ministry of Justice, and the Ukrainian Chamber of Commerce and Industry.
The XIX Reporting and Election Congress of the Association of Ukrainian Banks summarized the results of the reporting period. In his report, Stanislav Arzhevitin, Chairman of the Board of the Association, noted that in recent years the UBA has been actively expanding its activities, in particular, by accepting new members and cooperating with international organizations. A total of 40 meetings of the CBA Council were held, during which issues of macroeconomic stability, financial monitoring and legislative regulation of banking activities, financial market, and stabilization of the banking system during martial law were discussed.
In his speech, Danylo Hetmantsev, Chairman of the Verkhovna Rada Committee on Finance, Taxation and Customs Policy, thanked the EBA for the fruitful work of consolidating financial market participants aimed at developing the financial and banking sector. He emphasized the macro-financial stability that was achieved through the joint efforts of the banking sector and the state. Danylo Getmantsev noted that the Ukrainian banking system is one of the most stable in the world, which allows Ukraine to confidently withstand economic challenges.
Deputy Minister of Justice Inna Bohatykh emphasized the importance of sanctions policy and the role of banks in blocking the assets of sanctioned persons, which is especially important today as Ukraine resists the aggressive war unleashed by Russia. She expressed gratitude to the banks for their effective work in the face of Russian military aggression.
Rostyslav Korobka, Vice President of the Ukrainian Chamber of Commerce and Industry, emphasized the need for closer cooperation between the banking sector and industrial enterprises to restore Ukraine's economy.
In his speech, Vasyl Furman, a member of the Council of the National Bank of Ukraine, emphasized the high level of professionalism of the National Bank and the stability of the banking system. He noted that Ukraine's banking system is one of the strongest in the world, and this stability allows Ukraine to withstand economic challenges. Mr. Furman also emphasized the role of banks in maintaining the economic front and expressed his gratitude to the Armed Forces of Ukraine for their work, which allows the banking system to continue to develop even in the difficult conditions of war.
Deputy Minister of Economy Nadiia Bihun in her speech emphasized the importance of restoring market lending and the approval of the lending development strategy by the Financial Stability Council. She emphasized that the 5-7-9 program, which supported business during the crisis, should refocus on developing and stimulating the economy, in particular through financing the defense industry. Nadiia Bihun noted that it is necessary to change the ownership policy of state-owned banks to stimulate financing of the defense industry. The Deputy Minister of Economy proposed the development of distributed generation in the energy sector to ensure stable energy supply during the war. Nadiia Bihun also emphasized the important role of banks in maintaining macro-financial stability during the war. She summarized that the economic development strategy will include priority areas, including the defense industry and energy, and banks should be actively involved in financing these sectors.
The importance of preserving macro-financial stability and strengthening the role of the Association in supporting the banking system of Ukraine are agreed to be the priorities of the UBA, as emphasized by the President of the Association of Ukrainian Banks Andriy Dubas in his report to the Congress.
He expressed his gratitude to the members of the Association for their active participation and support in these difficult times, and emphasized the importance of international cooperation for the development of the Ukrainian banking system. Mr. Dubas also briefed the audience on the key achievements of the UBA during the reporting period, including membership growth and successful cooperation with international financial institutions.
Andriy Dubas also noted the support of banks and non-bank financial institutions for the implementation of the Da Vinci documentary feature film project. Among other achievements of the AUB is support for the initiative of the Ministry of Social Policy to cooperate with banks in the provision of social services and the renewal of cooperation and associate membership of the AUB in the European Banking Federation, which operates in Brussels and includes national banking associations of EU countries and countries seeking to join the EU. At the 59th Meeting of the Associate Members of the European Banking Federation (EBF), which was recently held in Athens, the EBF officially invited the UBA to represent the Ukrainian banking community in this organization.
The participants of the Congress highly appreciated the work of the AUB in recent years, especially during the large-scale aggressive invasion of Russia. AUB managed to consolidate the financial and banking community around the development of the banking system in the face of wartime challenges.
At the XIX Congress of the Association of Ukrainian Banks, Andriy Dubas was re-elected as the President of the Association of Ukrainian Banks.
The Congress also elected a new Board of the Association of Ukrainian Banks for a four-year term. The new members of the Board are:

During the event, the participants also noted that the Association of Ukrainian Banks is actively working through specialized Committees consisting of top managers and professional experts of banks and non-bank financial institutions. Proposals and developments of the AUB Committees are sent to the National Bank of Ukraine to develop effective solutions and regulatory acts that help the financial sector not only to survive the war, but also to ensure the stability of the financial system and the development of the Ukrainian economy.
The members of the Association of Ukrainian Banks noted that today the Association of Ukrainian Banks is in constant constructive dialogue with regulatory, state and legislative authorities, effectively cooperating with the NBU, the Verkhovna Rada, the Government, the Office of the President of Ukraine, which contributes to the effective representation of the interests of the banking community.
Summarizing the XIX Congress of the Association of Ukrainian Banks, the participants of the event emphasized that today the Association continues to play a key role in the development of the country's financial and banking system. Its activities help to ensure macrofinancial stability, strengthen the banking sector and increase confidence in financial institutions. Through active cooperation with regulators and international organizations, the DBA makes a significant contribution to the development of Ukraine's economy and maintaining its resilience in the face of current challenges.
