Financial inclusion: President Volodymyr Zelensky signed a law introducing a new type of bank in Ukraine

On December 25, the Law of Ukraine No. 4465-IX dated June 3, 2025, “On Amendments to Certain Legislative Acts of Ukraine Regarding the Development of Financial Inclusion in Ukraine” was officially published in Holos Ukrainy.

The law was passed by parliament on June 3, 2025, and was not signed by the president for six months. As explained by the Chairman of the Parliamentary Committee on Finance, Tax and Customs Policy, Danylo Getmantsev, the law provides for:

the introduction of a new type of bank – a financial inclusion bank, which will operate on the basis of a limited banking license, whose main task is to serve customers who currently do not have stable access to financial services (Ukrainian citizens and micro-enterprises in areas close to the combat zone, in liberated territories, as well as socially vulnerable groups of the population);
legislative definition of the specifics of obtaining a limited banking license and the activities of financial inclusion banks, as well as granting the National Bank of Ukraine powers to promote financial inclusion;
approving the capacity of financial inclusion banks to provide banking and other financial services to individuals, businesses, public and charitable organizations, as well as state and local government bodies.

“Existing banks, postal operators, large retail chains, gas station chains, and other companies that already have experience serving a large number of customers and an extensive customer service network may be interested in obtaining a limited banking license,” Getmantsev noted.
