The Cabinet of Ministers of Ukraine has approved a roadmap for strengthening control over public procurement and approved an action plan for 2025–2027.
The document was developed by the Ministry of Finance in conjunction with the State Audit Service.
According to the Ministry of Finance, the goal of the planned measures is to make the public procurement system more transparent, efficient, and closer to European standards so that every hryvnia of taxpayers' money is used for its intended purpose.
“Strengthening control over public procurement is an important step towards Ukraine's membership in the EU. We are implementing European standards of public finance management so that every hryvnia is used effectively and transparently. Ukraine has already established a modern procurement system, but control and audit need to be improved — made more technological, risk-oriented, and aligned with European approaches. These principles are laid down in the new Roadmap prepared by the Ministry of Finance and the State Audit Service," said Deputy Minister of Finance of Ukraine Oleksandr Kava.
The approved Roadmap action plan covers four main areas:
The State Audit Service emphasized that the implementation of the Roadmap will improve control over the use of funds under the Ukraine Facility, reduce the risks of abuse and corruption, and ensure greater transparency and accountability in public procurement. For citizens, this means more rational use of public resources and increased trust in state institutions. For businesses, it means the creation of a transparent and predictable environment for participation in procurement. For regions and the economy as a whole, it means attracting funding under the Ukraine Facility and moving closer to European standards of public finance management.
