As part of its oversight function, the National Bank of Ukraine, following the results of its 2024 monitoring activities, identified a list of important payment infrastructure objects in Ukraine.
The only systemically important payment system, as in previous years, remained the National Bank of Ukraine’s Electronic Payments System (SEPS).
The following five payment systems were classified as important payment systems:
- "MasterCard", MasterCard International Incorporated, USA;
- "Visa", Visa International Service Association, USA;
- "PrivatMoney", PJSC "PrivatBank", Ukraine;
- "NovaPay", LLC "NovaPay", Ukraine;
- "Financial World", LLC "Ukrainian Payment System", Ukraine.
Additionally, based on the results of 2024, three important technological payment service operators were identified: LLC "ACDC Processing", PJSC "Ukrainian Processing Center", and LLC "TAS Link".
The classification of payment infrastructure objects by importance categories is carried out by the regulator in accordance with international practices to enhance their reliability and efficiency, as well as to align their operations with international oversight standards.
Increased requirements have been established for important oversight objects regarding continuity of operations, management and organizational activities, risk management systems, and other areas.
Reference: The National Bank conducts the classification of payment infrastructure objects by importance categories annually, based on their performance in the previous year.
The criteria for determining the importance of payment infrastructure objects, established by the Resolution of the Board of the National Bank of Ukraine dated 24.08.2022 No. 187 (with amendments introduced by the Resolution of the Board of the National Bank of Ukraine dated 11.02.2025 No. 16), include the volume of transactions and types of services they provide.
