The Ministry of Finance of Ukraine is expanding its portfolio-based state guarantee program—in 2025, the state will provide nearly UAH 15 billion to support lending to small and medium-sized businesses. Altbank JSC has joined the list of participating banks. Altbank JSC continues to actively finance the development of Ukrainian entrepreneurship even in the difficult conditions of wartime.

The Cabinet of Ministers of Ukraine has approved a draft resolution “On the provision of state guarantees on a portfolio basis in 2025,” prepared by the Ministry of Finance. The program provides for the provision of state guarantees in the amount of UAH 14.99 billion, which will be distributed among 17 banks that have successfully passed the selection process.

Altbank JSC has become one of the banks authorized to issue loans under state guarantees, which will allow entrepreneurs to obtain financing on more favorable terms. Thanks to this program, the state assumes partial responsibility for the loan portfolio, reducing the risks for banks and stimulating business lending during the period of military challenges.

As noted by Ukrainian Finance Minister Serhiy Marchenko, state guarantees on a portfolio basis are an effective tool for supporting micro, small, and medium-sized businesses, allowing entrepreneurs to attract resources for development, modernization, and restoration of production.

Since the program began in December 2020, more than 50,000 loans totaling UAH 163.5 billion have been issued under state guarantees. In September 2025 alone, entrepreneurs received 506 loans totaling more than UAH 1.7 billion, of which almost UAH 900 million were secured by state guarantees.
