“єОселя”: the average loan amount is approximately UAH 1.7 million

As of November 2025, the average loan amount under the “єОселя” program is UAH 1.68 million. At the same time, the cost of real estate purchased under the program starts at UAH 1.9 million.

This was announced by Kateryna Lychana, head of the partner relations department at GLOBUS BANK.
According to the banker, when applying for a loan for the specified amount at a rate of 7%, the maximum monthly payment (loan principal and interest) will be UAH 16,800, and at a rate of 3%, the monthly payment will be UAH 11,200, but with each subsequent month, the payment amount will gradually decrease.
She emphasized the main conditions that must be met in order to obtain a loan. When considering a loan application, commercial banks take into account the total official income of the family — both the wife and husband — and also pay attention to the borrower's credit history.
Most often, a negative credit history or insufficient family solvency leads to a loan refusal. Regarding solvency, especially in the case of additional income, she advises to provide supporting documents confirming it.

“The borrower's credit history, which falls under the terms of the ”єОселя" program, will play a very important role in making a positive decision on granting a loan. A good credit history will be an additional “plus” when approving a loan, while a negative “trail,” such as systematic overdue debt on loan payments, will be a stop factor for any bank," emphasized Kateryna Lychana.

Bankirka also drew attention to the profile of home buyers according to eOselya:

  • Most often, mortgage loans are taken out by men – 65%;

  • The average age of borrowers is 26-45 years old – 77.8%;

  • 70% of borrowers are married and have children;

  • the average monthly income is 40,000 UAH;

  • 78% of loans under the program are issued for the purchase of 1-2-room apartments with an area of up to 73 m2.
    Kateryna Lychana outlined in detail the steps that need to be taken to take advantage of the state affordable housing program “єОселя”.

The first stage is to submit an application through the “Dія” portal.

The application must contain basic information: marital status, place of work, income level, approximate cost of the property being purchased, and the amount of the down payment.

The second stage is preliminary approval.

If the application is filled out correctly and meets the program requirements, the applicant will receive a notification of its approval.

“Almost immediately after the application is confirmed, the user will see offers from banks participating in the program in ”Dія," indicating the possible loan amount. Financial institutions make such decisions quickly — both approvals and rejections appear in the application. However, this is only preliminary approval. For a final decision, you need to select a property and submit a full set of documents to the bank," Kateryna Lychana clarified.

The third stage is choosing a bank and a property.

After the application is approved, the borrower has 30 days to decide on the bank and the property they plan to purchase.

“There are certain restrictions for the secondary market: the age of the house must not exceed 3 or 20 years, depending on the borrower’s category and the location of the property. On the other hand, everything is simpler with the primary market. The list of accredited new buildings is posted on the websites of participating banks and PJSC Ukrainian Financial Housing Company (Ukrfinzhytlo), which is the operator of the eOselya program. The borrower can choose a convenient location, select an apartment based on size and layout, and even choose the floor. In addition, primary real estate is usually cheaper than on the secondary market," the expert added.

Kateryna Lychana noted that special compensation conditions for internally displaced persons have been in effect since September 10. Thus, citizens and their family members who meet the conditions of the “єОселя” program and belong to internally displaced persons (IDPs) can receive 70% compensation for the first payment (but not more than 30% of the cost of housing), 70% compensation for monthly payments during the first year (but not more than UAH 150,000 of the total annual payment, according to the schedule provided for in the loan agreement), up to UAH 40,000 compensation for related expenses (commissions, fees, insurance). At the same time, the age of the housing must not exceed 20 years, and the maximum cost of housing is up to UAH 2 million.

She recalled that at the end of October, GLOBUS BANK issued its first loan with compensation for IDPs. The loan in the amount of UAH 1.591 million was issued for a term of 20 years for the purchase of a two-room apartment with an area of 64.9 m² in the Oxford residential complex (Chaika village, Kyiv region) worth UAH 1.99 million. The building is scheduled to be commissioned in the second quarter of 2026.
According to the specialist, thanks to the state's compensation of the initial payment in the amount of UAH 279,300, the borrower's initial payment on the loan was only UAH 119,700. Under the terms of the compensation, the maximum payment for the first year of the loan will be UAH 4,900. In addition, the client received UAH 40,000 to compensate for expenses, including notary fees and loan origination fees.

How the compensation mechanism for internally displaced persons (IDPs) works:
Submitting an application. The citizen fills out an application through the Diya app, providing the necessary information to participate in the program.
Receiving preliminary approval. After the information is verified, the applicant receives a notification of a positive decision from one or more banks participating in the program.

Choosing a bank and submitting documents. After approval, the participant chooses a convenient partner bank, agrees on a visit date, and submits a full set of documents along with an application for compensation.
Transferring information to the Pension Fund of Ukraine. The bank sends the application to the Pension Fund of Ukraine (PFU) for verification.
Data verification. The PFU processes the applicant's documents, which usually takes several days. After that, the fund confirms to the bank that the citizen meets the requirements specified in the government resolution.

Selection of the property to be purchased. After receiving confirmation from the PFU, the borrower makes a final selection of the property they wish to purchase. The bank submits information to the PFU regarding the final calculation of the amount of state support. After this information is confirmed, the borrower makes an initial deposit into their current account, which the bank reports to the PFU.
Receipt of compensation. The PFU confirms the availability of funding and transfers the amount of state support to an escrow account at the bank. After that, the loan is formalized, and the amount of state support is credited to the borrower.

“The state partially assumes the financial burden — this includes compensation for part of the initial deposit, partial compensation for monthly payments, and reimbursement of related expenses. This approach makes participation in the program much more accessible for IDPs,” said Kateryna Lychana.

According to the expert, during 2024–2025, the share of the primary market within the eOselya program will gradually increase: based on the results of the first three quarters of 2025, it will exceed 44% of purchases from developers and 18% of the total number of mortgage loans issued.
According to official statistics, 107 accredited development companies are currently participating in the program, implementing 260 residential buildings.
In her opinion, there are several key advantages to purchasing housing under the “єОселя” program in the primary market.

Double protection for the buyer. Accreditation in the “єОселя” program certifies that the construction is legal (all the necessary supporting documents are available), the developer guarantees the timely construction of the building, as well as the proper quality of the new building. In turn, the bank conducts an additional check, which is the basis for cooperation between the bank and the developer, for example, in the development and implementation of special loan programs.
The cost of housing at the construction stage is significantly lower than the final price. For example, when the project is 60% complete, the cost of housing may potentially increase by an average of 15% by the end of construction.

Properties whose construction began in 2023-2024 take into account all modern requirements for safe living in wartime (the creation of safe zones directly in apartments — universal “dead” rooms, as well as underground parking lots).
Modern residential complexes are designed with energy efficiency and energy independence in mind (as autumn and winter approach, this factor is one of the most important).

Infrastructure and social advantages of living in a modern residential complex (this includes the developer's creation of infrastructure facilities within the residential complex itself — from shops, various services, leisure and recreation areas to children's and sports grounds).

“In wartime, every citizen is at risk to some extent. This significantly affects their decisions and opportunities, especially when it comes to buying a home. At the same time, the ”єОселя" program allows people to solve their housing issues and take a step towards financial security. In fact, it allows them to ‘invest’ in their own future: the security of the purchase is combined with modern planning and security solutions that provide comfort and a sense of stability. This is the main value of the program — it not only helps people buy a home, but also restores their faith in tomorrow," says Kateryna Lychana.
