“єОселя”: GLOBUS BANK issued its first loan with compensation for internally displaced persons on the primary market

GLOBUS BANK issued its first loan to internally displaced persons under the state support program for the primary housing market as part of the “єОселя” program.

This was announced by the first deputy chair of the board of GLOBUS BANK, Olena Dmitrieva.

The loan in the amount of UAH 1.591 million was issued for a term of 20 years for the purchase of a two-room apartment with an area of 64.9 m² in the Oxford residential complex (Chaika village, Kyiv region) worth UAH 1.99 million.

The building is scheduled to be commissioned in the second quarter of 2026.

The banker noted that thanks to the state's compensation of the initial contribution in the amount of UAH 279,300, the borrower's initial contribution to the loan was only UAH 119,700. According to the terms of compensation, the maximum payment for the first year of the loan will be UAH 4,900. In addition, the client received UAH 40,000 to compensate for expenses, including notary fees and loan origination fees.

According to Olena Dmitrieva, this loan can be seen as the beginning of another trend in the development of the “єОселя” program.

“State support for IDPs is real help for families who have lost their homes. Buying real estate from a developer in a new building gives you the opportunity to get a new home for yourself and your family. And the accreditation of developers in the “єОселя” program is an additional guarantee for buyers. Participation in the program by a development company means that it will fully fulfill its obligations. In other words, the developer guarantees the quality and timely construction of the future residential complex. And considering that housing costs an average of 15-30% less during the construction phase, this may encourage internally displaced persons to buy housing on the primary market," emphasized Olena Dmitrieva.

The banker reminded that, according to the procedure for providing state assistance to internally displaced persons and persons living in territories where hostilities are (were) taking place, the amount of state support is:

  • 70% of the initial loan payment, but no more than 30% of the total cost of the property, with the cost of the property not exceeding UAH 2 million;

  • 70% of the monthly payment (for the principal debt and accrued interest) at the base lending rate for 1 year of lending, but not more than UAH 150,000 of the total annual payment (according to the schedule provided for in the loan agreement);
  • UAH 40,000 to compensate for a one-time commission for granting a loan and the cost of third-party services.
    The expert also outlined seven steps on how internally displaced persons can take advantage of state financial support under the “єОселя” program.
    The algorithm of actions is as follows:

Submitting an application. Citizens fill out an application via the Diya app, providing the necessary information to participate in the program.

Receiving preliminary approval. After the information is verified, the applicant receives a notification of a positive decision from one or more banks participating in the program.

  • Choosing a bank and submitting documents. After approval, the participant chooses a convenient partner bank, agrees on a visit date, and submits a complete set of documents along with an application for compensation.
  • Transferring information to the Pension Fund of Ukraine. The bank sends the application to the Pension Fund of Ukraine (PFU) for verification.
  • Data verification. The PFU processes the applicant's documents, which usually takes several days. After that, the fund confirms to the bank that the citizen meets the requirements specified in the government resolution.
  • Selection of the property to be purchased. After receiving confirmation from the PFU, the borrower makes a final selection of the property they wish to purchase. The bank sends
    the PFU information on the final calculation of the amount of state support. After this information is confirmed, the borrower makes an initial deposit into their current account, which the bank reports to the PFU.
  • Receipt of compensation. The PFU confirms the availability of funding and transfers the amount of state support to an escrow account at the bank. After that, the loan is formalized, and the amount of state support is credited to the borrower.

As the banker noted, further development of the program, particularly in the primary market, makes it possible to support both citizens and the construction industry, creating a multiplier effect for the economy. That is why, according to the banker, “єОселя” is not only about mortgages, but also about the country's recovery and confidence in the future.

“The ‘єОселя’ program remains one of the key initiatives of the state, enabling Ukrainians to secure their own housing. It not only provides an opportunity to purchase an apartment on favorable terms, but also solves a social problem — the return to normal life of those who were forced to leave their homes due to the war,” concluded Olena Dmitrieva.
