Results of eHousing for 2024: how the program has changed and what kind of housing Ukrainians have chosen

Over the past year, more than 8.5 thousand Ukrainian families benefited from the program, and the volume of loans issued exceeded UAH 14.6 billion. This result is 45% higher than the previous year's result in terms of the number of loans disbursed and 65% higher in terms of the amount of funds disbursed.

“eOselya has become not only the leader of the Ukrainian mortgage market, but has also proven to be the most effective state mortgage program since Ukraine's independence. Almost 15 thousand families have purchased their own housing on very favorable terms - we are proud of this result in a short period of time, which was launched during a full-scale war. Despite all the challenges and limited resources in the country during the war, we do not stop and use all opportunities to continue the program. The additional capitalization of Ukrfinzhilstvo, in turn, shows that the Government recognizes the contribution of eHousing to the country's economy and sees the potential for the development of the program,” said Yevhen Metzger, Chairman of the Board of Directors of Ukrfinzhilstvo.


On December 31, the final steps were taken to complete the UAH 20 billion recapitalization of Ukrfinzhytel by issuing domestic government bonds. The relevant resolution No. 1486 was adopted on December 24, 2024. Thus, Ukrfinzhytlo will be able to continue to raise funds in the financial market to issue new tranches to partner banks. Accordingly, the partner banks of the program will have the resources to issue new loans to Ukrainians for the purchase of housing.
As a reminder, in 2023, the loan portfolio of eHouse reached UAH 8.85 billion. This is only UAH 0.06 billion less than the total amount of mortgages issued by Ukrainian banks in the “pre-war” year of 2021.

In 2024, the loan portfolio of eHouse amounted to UAH 14.6 billion, which is 63.8% more than the result of the banking sector in 2021, which was the most successful in the mortgage segment. Thus, the result of eHousing significantly exceeded the result of all mortgage programs, both state and commercial.


This year, we have improved the conditions, taking into account the request of customers. In particular, we have significantly expanded the conditions for internally displaced persons, as this category currently requires special conditions. We also continue to make loans even more accessible for representatives of professions that are critical to the state - for military personnel under contract, law enforcement officers, rescuers, educators, doctors and scientists. For them, the company will continue to compensate for part of the interest,” said Yevhen Metzger.


On October 4, 2024, the Cabinet of Ministers adopted amendments to the e-Settlement Terms and Conditions regarding the age of housing, focusing on housing up to three years old or housing under construction. The exception was the category of IDPs - the choice of housing has been expanded for them, they can choose an apartment or house up to 10 years old.

In addition, on August 16, the Government adopted a number of changes:

  • the first installment for e-housing has been reduced to 10% for young people under 25
  • the first installment for e-housing can be made at the expense of an e-Recovery certificate
  • relatives of internally displaced persons can purchase housing on a mortgage for IDPs
  • participation in the program is limited to persons who sold or donated housing during the year
  • the possibility of purchasing residential real estate that belongs to architectural monuments is excluded
  • for 10 years, the interest rate will be 7% per annum, and from the 11th year - 10% per annum
  • it became possible to participate in e-housing if a person previously participated in other state housing programs, but such housing is destroyed or is located in occupied territories
  • it became possible to purchase a private house under construction
  • In general, the following categories took part in e-housing last year:

military personnel and law enforcement officers - 49% (4,165 people)
Ukrainians who do not have their own housing - 27% (2,310 people)
Medical workers - 8% (653 people)
Teachers - 7% (619 people)
Veterans - 4% (301 people)
IDPs - 3% (268 people)
Scientists - 2% (199 people)
In total, 5,347 children have been borrowers of eOseli over the past 2024, who now have their own housing thanks to the program. Including 138 families with three or more children who have purchased their own housing.
The largest number of eOseli clients are citizens aged 26-35 (43.5%), in second place - 36-45 years old (34.1%). Men among borrowers over the past year - 65%, women - 35%, respectively. The average age of eOsela clients is 35 years, and the average area per family member is 29.1 sq. m.
If we talk about purchased real estate in 2024, the average cost is 2.4 million UAH, and the average area is 56.5 sq. m. The largest share of housing falls on the secondary market - 67%, ready-made housing from the developer - 24%, housing under construction - 9%. For comparison: in 2023, the share of housing under construction was only 1.8%.
The most widespread region is Kyiv region and the city of Kyiv - 2,338 and 1,869 loans issued, respectively. 559 loans were issued in Lviv region, 442 - in Odessa, 378 - in Ivano-Frankivsk region.
We remind you that in January 2024 it became possible to take e-Housing for the purchase of private houses or townhouses. To date, Ukrainians have already purchased 519 houses for over a billion hryvnias.
