On February 6, a meeting of the working group on lessors was held at the Association of Ukrainian Banks. Representatives of 10 leasing companies took part in the event.

The discussion was opened by Anton Kaminsky, Director of WINNER LEASING LLC, who presented the agenda and outlined the key issues to be considered.
Maksym Makarov, Director of the Legal Department of the VIDI Group of Companies, delivered a report during the meeting. In his speech, he focused on the practical aspects of the functioning of the financial leasing market for vehicles, in particular on the complexity and duration of their registration procedures.
During the discussion, participants emphasized the excessive administrative burden and significant amount of paperwork involved. Separately, they noted the lack of a unified approach to requirements on the part of territorial assembly centers and service centers in different regions, as well as the insufficient level of digitization of public services in the field of registration of vehicles transferred to financial leasing.

During the discussion, a number of proposals aimed at optimizing processes were put forward. In particular, they discussed the need to transition to electronic document management, automate the exchange of information between government agencies without involving businesses as intermediaries, unify vehicle registration procedures, including those transferred to financial leasing, and leverage the positive experience of previously implemented deregulation and digital solutions.
The participants emphasized that the implementation of the proposed changes could have a significant positive effect on the market, in particular by helping to reduce shadow practices, increase transparency, increase revenues to the state budget, and improve the quality and speed of customer service.

At the end of the meeting, it was noted that the issues raised are systemic in nature and require further consideration. The Association of Ukrainian Banks will summarize the proposals and submit them to the relevant state authorities for further consideration.
