The Verkhovna Rada approved the Law on Veteran Entrepreneurship: new opportunities for business and integration of defenders

On July 31, 2025, the Verkhovna Rada of Ukraine adopted the Law “On Veteran Entrepreneurship” — a document that opens up new prospects for the self-realization of veterans, female veterans, and their family members in the field of business.


The adopted law defines the concept of veteran entrepreneurship at the legislative level for the first time and lays the foundations for state policy in this area. The main goal is to create favorable conditions for the development of business initiatives among veterans. A special economic assistance regime is provided for, which includes participation in state and local support programs, access to preferential lending, subsidies, grants, and participation in specialized tenders.

The law also obliges local authorities to develop and implement regional programs to support veteran businesses, which will be coordinated with the relevant central executive authority.

The Association of Ukrainian Banks (AUB) actively supported this initiative. In particular, the AUB organized a round table on “Social integration and adaptation of veterans: the role of the banking sector,” which brought together more than 40 participants — representatives of the Verkhovna Rada, the National Bank of Ukraine, the Public Council under the Ministry of Veterans Affairs, relevant educational institutions, as well as leading banks and non-bank financial institutions. During the event, Taras Tarasenko, Member of Parliament of Ukraine and member of the Verkhovna Rada Committee on Social Policy and Protection of Veterans' Rights, presented the National Strategy for Veterans' Policy — an important state document aimed at providing systematic support and reintegration of defenders into peaceful life.

In addition, the AUB held meetings with HR specialists from banks and financial institutions on the topic: “Participation of financial institutions in the process of reintegration of veterans.” The discussion focused on the adaptation and socialization of demobilized military personnel who are already working or seeking employment in the banking sector.

The Association of Ukrainian Banks welcomes the adoption of this important law and expresses its gratitude to all participants who contributed to its development and promotion. This is a significant step towards expanding opportunities for veterans and their families in peaceful life.
