Banks, Financial and Insurance Companies of Ukraine Strengthen Partnership with the EU: Outcomes of AUB Delegation’s Visit to Brussels

From February 19 to 22, 2025, a working visit of the Ukrainian financial delegation to Brussels took place. The event was organized by the Association of Ukrainian Banks (AUB). Under the auspices of AUB, the financial sector delegation visited Brussels with the goal of strengthening cooperation within the framework of Ukraine's integration into the EU. During the visit, meetings were held with representatives of the European Parliament, the European Commission, the European Investment Bank (EIB), the European Central Bank (ECB), and the European Banking Federation.

The visit was attended by AUB President Andriy Dubas, Chairman of the Board of Globus Bank Serhiy Mamedov, Deputy Chairman of the Board of Sens Bank Olena Zubchenko, President of LSOU and Head of the Coordination Council of the Federation of Insurance Associations of Ukraine Viktor Berlin, Chairman of the Board of Ukrfinzhytlo Yevhen Metzger, Board Member of Ukreximbank Mykhailo Medko, Deputy Chairman of the Board of Kredobank Oleh Noga, CEO of Ukasko Yaroslav L'olia, AUB Vice-President Petro Pekur, AUB Council Member Halyna Heylo, as well as other financial sector leaders. The delegates had the opportunity to discuss financial support for Ukraine, regulatory harmonization, and the integration of the Ukrainian market into the EU financial system.

Representatives of the banking sector participated in discussions on adapting the Ukrainian financial system to European standards. The Chairman of the Board of Globus Bank, Serhiy Mamedov, spoke about the challenges faced by the banking sector during martial law and emphasized the need for further integration into the European financial ecosystem.

The Deputy Chairman of the Board of Sens Bank, Olena Zubchenko, spoke about the implementation of ESG principles in Ukraine's banking sector and emphasized the social responsibility of banks to foreign colleagues.

The development of the insurance sector was also discussed. Viktor Berlin, a representative of the League of Insurance Organizations of Ukraine, noted that the regulatory framework of Ukraine's insurance market is already aligned with European standards. Among the achievements of the insurance market, Viktor Berlin highlighted the insurance of war risks, noting that Ukraine became one of the first countries in the world to widely adapt insurance products to the realities of war.

Representatives of Ukrfinzhytlo presented the state program of affordable mortgage lending, eOselya, to representatives of the European Banking Federation and participated in a roundtable at the European Commission dedicated to the restoration of financial infrastructure and investment in Ukraine's housing sector. The Chairman of the Board of Ukrfinzhytlo, Yevhen Metzger, emphasized the importance of international financial support to expand the affordable mortgage program in Ukraine.

Delegation members noted that this visit opened new opportunities for cooperation with European financial partners. Halyna Heylo highlighted the unique experience of Ukrainian banks in ensuring the uninterrupted operation of the financial system during wartime, which is invaluable to European partners.

Business meetings in Brussels demonstrated that Ukraine has strong support from European financial institutions. A roundtable was held with foreign partners, and negotiations took place with the European Banking Federation and a representative of GIZ to discuss new multi-year projects. Additionally, the delegation had the opportunity to discuss cooperation prospects with the Mission of Ukraine to the EU. Delegation members noted that for successful EU integration, it is essential to implement European regulatory standards, enhance digital transformation, and promote financial stability.

The President of the Association of Ukrainian Banks, Andriy Dubas, summarized the results of the visit, emphasizing the importance of further integrating Ukraine into the European financial space. According to him, support from European partners remains a powerful factor in the development of Ukraine's financial system, and AUB will continue its active cooperation in this direction.
