Financing of the Armed Forces of Ukraine and Staff Retention: the Association of Ukrainian Banks discussed new legislative initiatives to fill the budget and book employees
On March 20, the Association of Ukrainian Banks hosted a meeting of representatives of the banking community with Dmytro Natalukha, People's Deputy, Chairman of the Verkhovna Rada Committee on Economic Development. During the meeting, the parties discussed topical issues of the development of Ukraine's economy in the conditions of martial law. In particular, the participants of the meeting discussed the financing of the Armed Forces of Ukraine and the reservation of employees of financial institutions. The main attention was paid to the transparent financing mechanism of the Armed Forces and mobilization processes in a critical period for the country. The participants of the meeting discussed the issue of booking key employees for the stability of the economy and meeting the needs of the Armed Forces of Ukraine.
President of the Association of Ukrainian Banks Andrii Dubas noted that today the issue of resources - both financial and personnel - is one of the key issues in the state and needs to be resolved. "The banking system of Ukraine demonstrated stability and uninterrupted operation in the conditions of war. This became possible thanks to the joint efforts of the National Bank of Ukraine, the Association of Ukrainian Banks and the banks themselves. However, the war significantly affected the activity of the banking system. A decrease in business activity, a worsening of the solvency of borrowers, an increase in risks and limited access to resources are just some of the challenges faced by banks," said Andriy Dubas.
The participants of the meeting emphasized that it is not only about the banking system, but also about all branches of the economy, without which it is impossible to finance the country's defense budget. In particular, Dmytro Natalukha emphasized the need to expand opportunities for booking employees not only in the banking sector, but also among other business entities: "I am very pleased that we are not only focusing on personnel problems of banks or financial institutions, but also talking about solutions problems for companies from various sectors of the country's economy," said the People's Deputy.
The participants of the meeting emphasized the need to preserve critical employees for the economy, because it is difficult to replace highly specialized employees in an operational mode with the existing mobilization process. During the meeting, representatives of the banking community and non-banking financial institutions emphasized the importance of timely filling of the budget, because it is at the expense of Ukrainian taxpayers that the army is maintained. Today, the contribution of business to the financing of national defense needs is key. It is impossible to allow the closure of enterprises and companies. It is necessary to introduce conditions for detinization of business and creation of new jobs. At the same time, the participants agreed that the increase of taxes during the war is an inevitable process.
The discussion also touched on the topic of distorted perception of mobilization and reservation in society. Dmytro Natalukha emphasized that the economy does not stand still, even under martial law, and continues to generate revenues that are critically important for the support of the Armed Forces.
One of the key moments of the meeting was the discussion of proposals for a draft law that would allow for more precise regulation of mobilization and reservation processes, while providing the necessary conditions for stable business operations and effective financing of the army.</p style="font-size: 12pt;"> p>
"The Committee of the Verkhovna Rada on Economic Development pays considerable attention to issues of support and development of the banking sector. We understand the importance of the banking system for the functioning of the country's economy and are ready to cooperate with the banking community to solve current problems," noted Dmytro Natalukha.
In general, the meeting at the Association of Ukrainian Banks emphasized the importance of cooperation between business and the state in solving mobilization and reservation issues, as well as providing for the needs of the Armed Forces of Ukraine. Dialogue between all interested parties is key to building an effective system that can ensure both the stability of the economy and the needs of the front in martial law.
"Ukraine's banking system clearly demonstrates stability and efficiency in war conditions. Thanks to the joint efforts of the regulator, authorities and banks, we managed to maintain the stability of the financial system and ensure uninterrupted provision of banking services to the population and businesses ", Andriy Dubas jumped, summing up the meeting.
The event ended with the formation of important agreements and mutual understanding between the participants. The discussion emphasized the need to develop transparent and effective mechanisms for the reservation of key employees, which ensure the stable functioning of the economy and, at the same time, contribute to the strengthening of the country's defense capabilities.
The final common opinion of the participants of the event was the recognition of the importance of creating a model that will allow accumulating sufficient financial resources to support the Armed Forces of Ukraine without a negative impact on economic stability and the well-being of citizens. The participants agreed on further cooperation in solving these issues, with an emphasis on the development of legislative initiatives that will ensure the implementation of the discussed principles.
