Consolidation, AI, and Open Banking: Yevgen Shulika on the Future of Ukrainian Fintech

The Ukrainian financial sector continues to transform under the influence of technological changes, new regulatory requirements, and the challenges posed by the war. According to Yevhen Shulika, Chairman of the Board of ASVIO BANK, the market is expected to see further consolidation in both the banking segment and among financial companies in the coming years.

He notes that the number of market players will gradually decrease, and those institutions that can effectively manage costs and identify new sources of revenue will gain a competitive edge. At the same time, collaboration between banks and fintech companies will become a key driver of growth. The Ukrainian market is already demonstrating successful examples of partnerships, where several fintech projects operate under a single banking license.

Artificial intelligence will play a distinct role in the transformation of the financial sector. According to the banker, AI will facilitate the automation of many processes, although data security will remain one of the key issues.

“The use of this technology undoubtedly has an impact on the scale of financial transactions; in particular, international payment systems are already integrating AI-powered payments through OpenAI and Agent Pay, which is boosting e-commerce, while banks remain a crucial link in this chain.”

Among the promising areas for the industry’s development, Shulika also cites open banking. At the same time, he believes this area requires not only technological readiness but also coordinated standards for interaction among market participants, particularly regarding customer identification and risk assessment.

War-related risks remain one of the most important factors continuing to influence the financial sector. It is precisely these risks that have served as a catalyst for many of the changes that are now shaping the development of financial services in Ukraine.

The best stress test for the financial system cannot be simulated. We lived through it. In the early days of the full-scale invasion, no one knew how the economy, the banking system, or traditional financial services would function. ASVIO BANK, like most businesses, was also unprepared for challenges of this magnitude. We found ourselves in a reality for which there were no ready-made scenarios. Unfortunately, it was the war that became the catalyst for many changes. Today, fintech is not just a separate industry. It is a critically important infrastructure for financial inclusion, enabling millions of people to be part of economic life regardless of their location or circumstances.”

According to the banker, the further development of financial technologies will largely depend on regulatory policy. Specifically, this refers to the possible liberalization of certain requirements and the creation of a legal framework for the development of new financial services, including cryptocurrency transactions.

Speaking about the customer experience, Shulika emphasizes the importance of digital services, which have already become the standard for modern banking. Online onboarding, fast payments, and remote access to financial products have significantly changed user expectations. At the same time, banks are forced to strengthen financial monitoring and anti-fraud procedures, which are essential for customer security and the stability of the financial system.

Assessing the industry’s prospects, the Chairman of the Board of ASVIO BANK believes that one of the key indicators of success will be the continued growth of cashless payments. At the same time, he cites the emergence of proprietary innovative products and technologies as an equally important criterion.

“There has been a lot of talk this time about the industry’s future. But, in my opinion, one of the main outcomes is already evident: Ukrainian fintech has proven its resilience under the most challenging conditions and has built a unique body of experience that is valued far beyond Ukraine’s borders.”

He believes that the next step for Ukrainian fintech should be to create breakthrough solutions capable of competing on an international level and setting new standards for the global financial technology market.
